The taxable gross weight of a vehicle is used to figure out the HVUT required to be paid while filing Form 2290. The HVUT for a vehicle will increase with respect to the gross weight. Vehicles with a taxable gross weight of lesser than 55,000 lbs are not required to file Form 2290.
The taxable gross weight of a vehicle is a sum of the following:
1. The actual unloaded weight of a fully equipped vehicle.
2. The actual unloaded weight of any trailers or semi-trailers that is fully equipped and is generally used in combination with the vehicle.
3. The weight of the maximum load usually carried on the vehicle and the trailers or semi-trailers.
The IRS has categorized the taxable gross weight for vehicles as follows:

Suspended vehicles are categorized as Category W vehicles. A vehicle is considered a suspended vehicle if it runs on the public highway for less than 5,000 miles (7,500 for agricultural vehicles) during the tax period.
