1. What is my first use month?
Your first use month is the first month that you use your heavy vehicle during the tax period. The current HVUT period runs from July 1, 2018, to June 30, 2019. So if you were driving your current rig this time last year you are required to file by tomorrow’s HVUT deadline.

However, if you purchased a new rig during the previous tax year, you will need to base your due date on your first used month.

2. Can I pay the amount of HVUT I owe with a credit card?
Absolutely! Starting this truck tax season, the IRS is now allowing you to pay 2290 with credit card or debit! Or another option is to pay with direct debit or electronic funds withdrawal, by authorizing the IRS to debit the amount you owe from your bank account. To do this, you will need to provide your bank account and routing number, which can be found on one of your checks.

Or you can also pay with the Electronic Federal Tax Payment System, where you will create a free account at www.ettps.gov. The amount you owe will be debited from your bank account, but it could take up to 10 days to create your account.

If you want to, you can mail the amount you owe directly to the IRS with a check or money order. Just print your completed 2290-V (your payment voucher) from page 11 of your completed 2290 form and mail it with your payment.

3. What is an EIN?
Your EIN is your Employer Identification Number, and it’s used to identify a business entity. To complete Form 2290, you need an EIN and can apply for one online with the IRS. If you already have an EIN, it can be found on a previous stamped Schedule 1.

You cannot use your Social Security Number in place of your EIN on HVUT Form 2290. If you use your SSN instead of your EIN, your form will be rejected. If you need an EIN, you better hop to it because it takes about 14 days for your EIN to become active in the IRS’s system and your form could get rejected during that time.

4 Types of HVUT Exempt Vehicles

Do you need to file HVUT Form 2290 for your rig? 

Probably. Unless your vehicle is exempt, that is. And if you don’t know, you’re gonna have some issues come deadline day.

So how do you know if your vehicle is exempt from your heavy vehicle taxes?

Suspended Vehicles

Some vehicles that count as exempt include suspended vehicles. These are based on the number of miles driven, like commercial vehicles traveling fewer than 5,000 miles annually and agricultural vehicles traveling fewer than 7,500 miles annually.

Logging Vehicles

The taxes are lower for logging vehicles—vehicles used for transporting products harvested from the forest and registered with the state agency as such. What counts as a logging vehicle? First off, the truck is used exclusively to transport a harvest from a forested site, or the truck is used exclusively to transport harvested materials from one forested site to another forested site. Even if you use a public highway between sites, your vehicle can still be considered a logging vehicle. You also need to register your truck as a logging vehicle in your base state.

Exempt Groups

I’m sure you’re not surprised to find out that federal, state, and local governments are exempt from HVUT. Sounds like Washington to watch out for themselves! Of course, this privilege extends to the American Red Cross, nonprofit volunteer fire departments, rescue squads, Indian tribal government vehicles, and mass transportation authorities.

Exempt Vehicles

Vehicles not considered highway motor vehicles are also exempt, like mobile machinery for non-transportation functions, vehicles designed for off-highway transportation, and non-transportation trailers and semi-trailers. This also extends to qualified blood collector vehicles used by qualified blood collector organizations, and non-transportation mobile machinery.

HVUT Form 2290 tips for Owner-Operators

The job of a Heavy Vehicle Owner Operator can be one of the most stressful and yet it is also one of the most vital for our nation’s economy. An owner operator’s job is not only physically strenuous due to the long hours on the road; it can also be mentally draining, confusing, and stressful due to the various regulations that are imposed on owner operators each year for their heavy vehicles. These highway regulations include Heavy Vehicle Use Tax (HVUT) which includes the IRS Form 2290 as well as IRS Form 8849. Another tax that affects the trucking industry is the International Fuel Tax Agreement (IFTA).
Filing IFTA can also be a very long and confusing process due to the amount of records that need to be collected and maintained. The reason for keeping these records is so that the Fuel Tax (IFTA) is accurately distributed to all of the states and provinces that were involved. For Example, if a driver drove through a state on its public highways, but did not purchase any fuel in that state, then that state did not receive any taxes from that driver. The Fuel Tax would redistribute the taxes so that certain states would not be neglected if they were used. Each driver must keep detailed trip notes for the number of miles that were traveled, and also how much fuel was purchased in each state or province.
The IRS Form 2290 has its own set of detailed instructions, sections. The first part, the Schedule 1, must be completed and stamped by the IRS in order for the vehicle to be registered with the Department of Motor vehicles.
